Funding Program: Clean Water State Revolving Fund and Drinking Water State Revolving Fund

Johnson County Wastewater will receive approximately $7.6 million in principal forgiveness for the improvements to the sludge handling at Middle Basin treatment plant. The project includes a new receiving station for restaurant fats, oils and grease and expansion of the anaerobic digestion sludge treatment system. In addition, a digester gas handling system, and a new power production system will burn digester gas to produce hot water for heating and electricity for on-site usage. The remainder of the project, approximately $7.8 million, will receive low interest loans through the Kansas water pollution revolving fund.

Johnson County Wastewater will receive approximately $205,000 to complete a system-wide energy audit of the Johnson County Wastewater Utility. The remainder of the project, approximately $195,000 will receive low interest loans through the Kansas water pollution revolving fund.

Funding Program: Airport Improvement Program

Johnson County’s Airport Commission is being awarded $127,299 in ARRA funding through the Federal Aviation Administration (FAA). The funding will be used for pavement slurry seal at the Executive Airport’s Northeast tie-down apron. This project will be funded at 100% and at no cost to the County.

Funding Program: Federal Transit Administration

Johnson County Transit has been selected to receive funds through KDOT’s transit portion of the American Recovery and Reinvestment Act. This funding will go toward the purchase of two 20 passenger buses estimated at a value of $130,000.

Funding Program: Transit Capital Program

Currently, the County’s Transit Department stands to receive $2,073,000 through the American Recovery and Reinvestment Act. $1.7 million will be used for bus canopy expansion at the bus facility (Nolte Transit Center) and $373,000 will be used to purchase one additional bus. These projects will be funded at 100% and at no cost to the County. The ARRA funding for these projects will flow through the Kansas City Area Transportation Authority (KCATA). Johnson County Transit’s allocation represents 10.2% of the total $20,363,424 that was awarded to the Kansas City Metropolitan Region.

Funding Program: Transportation Infrastructure Program

Seventy-seven projects totaling $34.7 million were selected by the Kansas Department of Transportation (KDOT) to receive federal stimulus funding for road and bridge improvements throughout Kansas. In KDOT’s District One, which covers seventeen northeast Kansas counties, nineteen local projects totaling $11.3 million were selected for federal stimulus funding. Johnson County has been awarded $846,000 in ARRA funding for the Bridge Replacement 143rd over Captain Creek project. The total cost of the project is $1,182,000.

Funding Program: Community Development Block Grant

The State of Kansas received $7.4 million in Community Development Block Grant Funding, with Johnson County CDBG program receiving $313,055, Overland Park $174,241, and Shawnee $61,370. The Community Development division has identified the proposed projects that would benefit from this funding. The list of proposed projects can be found here. Determination was based on shovel-ready projects and job creation opportunities.

Funding Program: National Clean Diesel Campaign

Environmental Department: The Johnson County Environmental Department collaborated with eleven partners on the Kansas side of the metropolitan area to submit an application for a National Clean Diesel project funded through ARRA and was awarded $1 million from the Environmental Protection Agency (EPA). The goal of the project is to reduce diesel emissions from vehicles through equipment retrofits, replacements or engine upgrades. Approximately 600 diesel-powered vehicles may receive engine improvements. Government organizations participating in the project include the cities of Merriam, Gardner, Olathe, Overland Park, Prairie Village, Shawnee, the Unified Government and Wyandotte County. Private partners include APAC, BRB Construction, O’Donnell Construction, and Max Rieke. The original proposal requested $2.8 million in federal money with $2.6 million in matching dollars (no Johnson County match was required). Organizations involved in the project will report to EPA by June 24th explaining how the money will be distributed between project participants.

Funding Program: Housing and Urban Development - Homeless Prevention and Rapid Re-Housing Program

Johnson County's CDBG Program will receive $843,000 in ARRA funding through the U.S. Department of Housing and Urban Development's Homelessness Prevention and Rapid Re-Housing Program ("HPRP"). Title XII of the American Recovery and Reinvestment Act created the ("HPRP") to be administered by the U.S. Department of Housing and Urban Development (“HUD”). The Kansas Housing Resources Corporation ("KHRC") received , approximately $8.36 million in HPRP funds. Of this funding to KHRC, the Johnson County CDBG program has received a little more than 10% of the total state award amount. The purpose of HPRP is to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. Johnson County agencies to benefit from this funding award are the following:

Salvation Army: $222,426.50
